Human Resource Management

Elizabeth holds a Master of Management degree from Macquarie University, Sydney, major in Human Resource Management. She has recently been certified as a Directive Communication Trainer and Practitioner, a programme accreditated by the American Institute of Business Psychology. She brings with her more than 30 years of working experience in office administration; human resource management and development; and training and consultancy. She left her job as a Human Resource Practitioner in the year 2000 to be a freelance consultant to be fully involved in the National Skills Recognition System (NSRS), a competency-based programme, supported by the Ministry of Manpower and Ministry of Trade and Industry and implemented by the Standards, Productivity and Innovation Board (SPRING Singapore). She was one of the pioneer consultants, who started working on the programme before it was officially launched in September 2000. The NSRS programme was taken over by the Singapore Workforce Development Agency (WDA) on 1 September 2003.

Since the inception of NSRS, Elizabeth has developed many functional maps, skills standards and assessment plans for various industries (please see list of industries below), which earned her an award for her contribution towards national workforce development in the year 2002 by SPRING Singapore, the only NSRS consultant to be given the award that year. She was also featured in the ‘Straits Times’ that same year for her involvement in the NSRS programme. Elizabeth was appointed by SPRING Singapore as Industry Supervisor and Supervising Assessor to supervise assessments for various industries. She was subsequently appointed as trainer to conduct training for the whole series of the NSRS programmes (please see list of programmes below) and as auditor to carry out audits of NSRS training centres, assessment centres and training programmes.

In addition to the NSRS programme, Elizabeth was also appointed by SPRING Singapore to develop On-the-Job training blueprints for the skills standards which she developed for the various industries. She is an approved trainer by SPRING Singapore for the whole series of the On-the-Job training programmes.

Elizabeth is also very privileged to be able to work with WDA in the implementation of the Singapore Continuing Education and Training Framework which is later known as The Singapore Workforce Skills Qualification (WSQ) Framework. She has helped WDA to develop Industry Competency Maps, Competency Standards, Assessment Plans (both single and composite integrating 3 to 5 competency units). She has also help companies in the different industries in implementing the WSQ Framework which involves the development of training programmes and assessment plans, providing training to course developers, trainers and assessors.
